固定资产投资额 是以货币形式表现的在一定时期内建造和购置固定资产的工作量以及与此有关的费用的总称。它是反映固定资产投资规模、结构和发展速度的综合性指标,又是观察工程进度和考核投资效果的重要依据。

固定资产投资的资金来源 根据固定资产投资的资金来源不同,分为国家预算资金、国内贷款、利用外资、自筹资金和其他资金来源。 (1)国家预算资金 自2011年起,按照全国人大和国务院的要求,各级财政的所有资金,包括税收和非税收入,均必须纳入预算管理,我国已不存在预算外资金的概念,因此各级政府用于固定资产投资的财政资金均为预算资金。由于已经没有预算外资金,因此名称改为国家预算资金,包括中央预算资金和地方预算资金,旧的国家预算内资金的内容和现中央预算资金的内容基本一致。 国家预算包括一般预算、政府性基金预算、国有资本经营预算和社保基金预算。各类预算中用于固定资产投资的资金全部作为国家预算资金填报,其中一般预算中用于固定资产投资的部分包括基建投资、车购税、灾后恢复重建基金和其他财政投资。各级政府债券也应归入国家预算资金。 (2)国内贷款 指报告期固定资产投资单位向银行及非银行金融机构借入的用于固定资产投资的各种国内借款,包括银行利用自有资金及吸收存款发放的贷款、上级主管部门拨入的国内贷款、国家专项贷款(包括煤代油贷款、劳改煤矿专项贷款等),地方财政专项资金安排的贷款、国内储备贷款、周转贷款等。 (3)利用外资 指报告期内收到的用于固定资产建造和购置的国外资金(包括设备、材料、技术)。包括对外借款、外商直接投资、外商其他投资。不包括我国自有外汇资金。 (4)自筹资金 指固定资产投资单位报告期内收到的,由各地区、各部门及企事业单位筹集用于固定资产投资的预算外资金,包括中央各部门、各级地方和企事业单位的自筹资金。 (5)其他资金来源 指报告期收到的除以上各种资金之外其他用于固定资产投资的资金。包括集资、个人资金、无偿捐赠的资金及其他单位拨入的资金。

新增固定资产 指已经完成建造和购置过程,并已交付生产或使用单位的固定资产的价值。它是表示固定资产投资成果的价值指标,也是反映建设进度,计算固定资产投资效果的重要依据。

基础设施 基础设施投资指在电力、热力的生产和供应业,燃气生产和供应业,水的生产和供应业,铁路运输业,道路运输业,水上运输业,航空运输业,管道运输业,装卸搬运和运输代理业,邮政业,电信、广播电视和卫星传输服务,互联网和相关服务,水利管理业,生态保护和环境治理业和公共设施管理业等行业方面的固定资产投资。



Explanatory Notes on Main Statistical Indicators

Amount of Investment in Fixed Assets refers to the sum in monetary terms of the volume of activities in the construction and purchase of fixed assets as well as related expenses. It is not only a comprehensive indicator of the size, proportional relations and developmental pace of investment in fixed assets, but also an important basis to follow the progress of projects and check the result of investment on.

Sources of Funds for Investment in Fixed Assets are categorized as funds from the State budget, domestic loans, foreign investment, self-raised funds, and others, depending on the sources of investment. (1)State Budgetary Funds Since 2011, in accordance with the requirements of the National People's Congress and the State Council, budgetary funds at all levels, including tax and non-tax revenues, must be included into budgetary management. As a result, the concept of "extra-budgetary funds" no longer exist. Therefore, all the fiscal funds used in fixed asset investment by governments at all levels are state budgetary funds. Without extra-budgetary funds, the name is changed into State Budgetary Funds. It includes central budgetary funds and local budgetary funds. The contents of the previously named "Fund from the State budget" is basically the same as the content of the central budgetary funds. State budget includes general budget, government fund budget, state-owned capital operation budget and social insurance fund budget. Of all the budgets, the funds used in fixed asset investment are recorded as state budgetary funds. In general budget, the funds used in fixed asset investment include investment in infrastructure, vehicle purchase tax, post-disaster reconstruction fund and other fiscal investments. Government bonds at all levels shall also be included in state budgetary funds. (2) Domestic loans refer to loans of various forms borrowed by investing units from banks and non-bank financial institutions during the reference period for the purpose of investment in fixed assets, including loans issued by banks from their self-owned funds and deposit, loans appropriated by higher authorities, special loans by government, loans arranged by local government from special funds, domestic reserve loan, and working loan. (3) Foreign investment refers to foreign funds received during the reference period for the purpose of construction and purchase of fixed assets (including equipment, materials and technologies). It includes foreign loans, foreign direct investment and other foreign investment, but excludes self-owned foreign exchanges of China. (4) Fundraising refers to extra-budgetary funds received and raised by enterprises and institutions at all levels during the reference period for the purpose of investment in fixed assets, including funds raised by various departments under the central government, government departments of various levels, enterprises and institutions. (5) Other funds refer to funds received during the reference period for the purpose of investment in fixed assets which are not included in the above-mentioned sources, including mass financing, individual funds, donations and funds from other units.

Newly Increased Fixed Assets refer to the value of fixed assets which have been completed and transferred to production units or users. It is a value indicator of the achievements of investment in fixed assets as well as an important basis to evaluate the result of investment in fixed assets on.

Infrastructure Investment Infrastructure investment refers to the fixed assets investments in the industry of electric power, hot water production and supply industry, gas production and supply industry, water production and supply industry, railway transport, road transport, water transport, air transport industry, pipeline transportation, handling and transportation agent industry, postal services, telecommunications, radio, television and satellite transmission service, Internet and related services, water management industry, ecological protection and environmental governance industry and public facilities management.
